Is the problem with the ISP? I use Tata Indicom and have similar troubles too. Why don't you try 66.102.15.100 As far as I know blogger now runs on two servers. The old blogger servers and a new set of Google servers. I seem to have no trouble accessing content associated with the new servers, but I have problem accessing the ones in the older server(like the start page of blogger). Problem could also be with the DNS servers. Do check your /etc/resolv.conf for the nameservers. Try dig.
