It says:-

   "GNU Aspell:  doesn't support  UTF-8 at this  time; it's  in ToDo
   though (check  the main  page), but without  concrete plan  or work
   going on."
 
I hope that  somebody on the gnu-ml list might  get interested and try
to fix it.
