Otoh, the question of 'fair' does not, and should not, enter the picture. Fair cannot be one-sided. The service provider accidentally, or deliberately, left something in somebody else's property, and cannot expect to recover money for its inadvertent use. Fair would mean that the user would be reasonably expected to recover rent for the use of the premises, from the telco, for the period the service was not terminated. Depending on which city we are talking about, an amount of Rs 1,000 for the period may or may not be unreasonable. A friend of mine is using the same technique to rid his building of an unwanted cell tower, whose contract period is at an end. Of course, in that case, some physical space is blatantly being used, whereas in yours that is a bit harder to establish, since there is probably only one thin wire running along a wall.

But in practical terms, one might even consider a thousand rupees a fair price for ridding oneself of a pest. Make sure of the documentation, as already advised, and scan the whole mess up into a blog. Send blog links to all your friends in the media, especially if you have some in certain parts of Africa and possibly New York. It won't save the thousand, but it might be money well spent.
