Communications is an issue - so what? Ho-hum again

Watching the news on Cyclone Phailan, the immediate takeaway is there isn't much detail. This afternoon, the loss of life seems low, either 3 or 5, but there is an ongoing refrain, "communications blackout". This is not censorship, this is sheer lack of information, due to the overwhelming collapse of power supply. Given the expected (now demonstrated) severity of the cyclone, electric supply shutdown seems completely expected, but why communications? Could it be because the current climate in interpersonal communications is aimed towards stamping it out entirely, if it can't be monitored by State-led intelligence agencies? It could be deliberate, or it could be coincidence, but there hasn't been a single licence given to community radio stations for two years now, barring a rumour I heard about some religious group being given one, doubtless to broadcast their secular leadership. Let's not worry ourselves too much though, it's only lives and livelihoods at risk here. Nationalism zindabad!
