I think it's pretty bad that there isn't a single canonical source of
information on regulation of this sort of censorship. India's
democratic roots rely on free access to information, and the
freewheeling and seemingly unregulated or chaotically regulated
censorship of the Internet in India just won't do.

There are obviously forces that thrive in this confusion, and find it
just the right shade of murky, but this isn't totally by design I
suspect. Some of it has to come down to the general chaotic way we do
things in this country.
