Making work for themselves is what organizations do. If there is some way of distributing the authority and responsibility to some aggregated body, not real persons, it becomes necessary as a corollary to create a regulatory environment to manage it in order to protect users, who in general will be many more in number than providers.

But in principle, there is hardly any encumbrance left, from a technology point of view, to devolving the distribution of packets right down to the end consumer herself, making her a participant as much as a user. Of course some participants, mostly organized bodies, will be better equipped to provide 'boosts', where necessary, and there will be some places where people density is so low that some sort of organizationally supported node or set of nodes will be needed. That is how those situations are dealt with today also, or not at all, and mostly not at all, which is why we talk about 4 billion unconnected, a fifth of whom are in India. If they come in as participants, they will certainly not sit mute while an unnecessary pie is being carved up by outsiders at their cost.

Best to keep options open now, for the time being, although there have been signs that the current administration will select business sector-oriented solutions to most things. 

From a pure technology implementation viewpoint, we are faced with a situation where the essential code running on vast numbers of critical communication components has been compromised at a very seminal level, thus enabling the present overwhelming amount of surveillance and tracking being carried out clandestinely on a global scale, by agencies supposedly working for individual countries. Revamping the infrastructure to prevent this might seem a priority, but also incredibly fanciful. It won't be, when this capability gets built into upcoming forms of personal devices.
