Yes, that question goes back to the days when Latin was the lingua franca of the Known World, ie, the world known by those who spoke Latin.
Some countries, ours not included, have made small efforts to slow down the creep of the New Democracy, government of the people, by the people we pay to keep law and order. Since government salaries are notoriously low just about everywhere in the world, the poor fellows have perforce to do something to keep their self-esteem.
The recent spate of bugs uncovered in FOSS and security tools is an indication that even visible code is prone to logical faults, which may or may not be discovered after some time (one such was around for 25 years before the problem was openly noticed). But at least it was possible to find out after 25 years. The fact that two or three more have popped up in quick succession indicates to me that more people are beginning to take on the onus of discovering through smart testing more such bugs. 

In contrast, the merging of IT and telecom, which has put so much power into handy portable gadgets, is tainted with the secrecy and proprietary aura of the latter. Which is hardly justified. A decade and a half back, looking at opportunities opening up in India, I found that the world over, telcos were so conveniently badly managed that they 'allowed' bad code to flow through their billing systems, resulting in hiking of costs to the kind of consumer who could not review incredibly long and endless lines of complex billing methods, people who needed to use regular long-distance calling regularly. Many included organisations whose call charges were substantial, so tried to opt for discounts based on country called, time of day of the call etc. 

The complexity of billing with discount marketing, where a user might get a cheaper call if made, say, between 2 and 3 in the afternoon, from NYC to London, UK, can be imagined, but the fact that billing invariably seemed to be higher than necessary makes some people (thank you! thank you! ... bows) suspicious.
