"Free" WiFi in Delhi

To: "India-gii" Hi I had responded to a public notice issued by the Secretary Dept. of Information Technology/GoNCTD for implementing the AAP Govt's "Free" Wifi in Delhi scheme, which they had promised as part of their poll manifesto. The 3 day "consultation" process is underway, I have been asked to appear on 27th-April. I had thereafter been protesting the lack of transparency in the process being followed by the AAP govt., and it was informally indicated that Mr. Kejriwal has appointed an "expert panel", which includes at least 3 members of this list to implement their scheme. Since, the GoNCTD still cannot tell me how this expert panel was selected, at least not officially, would a) Mahesh Murthy, b) Nikhil Pahwa, c) Pranesh Prakash d) anybody else, care to enlighten me / india-gii on all this, as I feel this issue is deeply connected with the "net nuetrality" debate, and the commercial, ie. non-"free speech", forces which want to hijack the internet from netizens.
