Thanks for noticing that I dabble in questions of freedom of speech and protection of individual rights. 

You seem to have discovered that the gentlemen concerned are members of AAP, some of Karnataka AAP. Not sure how this, by itself, disqualifies them or qualifies them from advising on issues concerning wifi, which has not yet been made subject to the flavour of government in power at either the regional or national level.
Is it an insider group? Is it empowered nonetheless to make executive decisions at the national level? If yes to the first (I haven't said so) but no to the second, I am not sure why we should care. You must be aware that member's Bills in Parliament are necessarily created by private insider groups, not elected or appointed officials, but at the end of the day, they go through public oversight just like everything else (not that I think that that oversight is always dispassionately conducted, but that is a different discussion). This is pragmatic, whether or not it guarantees the best of all possible worlds.
