My first reaction to this story was four million? That's all? According to the WiKi, India has an estimated 970,955,980 cell phone users. https://en.wikipedia.org/wiki/List_of_countries_by_number_of_mobile_phones_in_use It wouldn't be too far of a stretch to believe that the cellular operators have close to 4 million people between their employees and families.
