Getting such wearable technology accessible in cost is the first step.  Phones or any other devices supporting NFC - which you need for such mobile payment apps - are quite expensive.

An alternative would be something on the lines of mpesa but your discussion about gestures -> music doesn’t seem to be going in that direction.
