Thanks - very interesting and it is a fine line to figure out what does
this apply to.

However, it is first formal recognition that dual use technologies could be
considered as "military exports" and hence under strict export control
(US/UK and others already have "cyber warfare military arm" besides the
classical army, navy and air-force.)

However, big data analytics in USA is considered exploiting data which is
"owned" by the company for commercial gain by selling information to
marketing companies - not "military trageting" of dissidents, etc. This is
how the "net" becomes cheaper from these big companies who fight for 2net
neutrality" and make billions in profits!

What is interesting is whether these tools could now be exported to India
or what happens to Indian SW companies who work in these areas!!
