Maybe the idea of complete nation with IRIS scan came from the movie
"minority report"? :)

Seriously though the idea is a non starter and the only way it would work
is if Indian Government decided to have the feature for "security" reasons
for its top personnel and pay top $ for "military rugged" specially
commissioned phone from an "Indian" manufacturer - so could this be a way
to subsidise an Indian manufacturer ?
