Child Abuse Material is 

1. Difficult to hunt for

2. In several jurisdictions (and most if not all MNCs) mere possession is an automatic federal crime with mandatory reporting in case you accidentally come across it

3. You won’t find it anywhere that is easy to block.  BitTorrent, Deep web etc are very heavily used by such people.

A more accessible larget would be voyeur or revenge porn - illegally recorded or stolen video clips that seem to be the vast majority of “desi” porn compared to porn produced by consenting adult actors who are paid for their work.

indian porn videos, debonair blog etc sites are of that pattern - and they are a huge nuisance because the people on those sites generally have absolutely no idea that their private moments are being secretly recorded and then uploaded to porn sites.  

I am sure officers working such cases here will agree - Getting them taken down is also a challenge once someone uploads it to one such site - it gets distributed across many other sites.

At least in the USA such sites would be an automatic target for blocking, takedown and arrests of the site operators on a variety of charges. It might even fit the “child abuse material” criterion - given the number of clips of teenagers (high school / college students) that keep turning up on such sites.   The general definition is “mandatorily over 18” for such videos, in the USA as per Title 18, Section 2257 [violating which tends to get any US based operator a good chance of being heavily fined / imprisoned, and website shut down for sure]
