Traffic carried has a real cost Arun The content networks have a huge incentive to leverage the cheapest peering deals that they have available, possibly at levels beyond what some of the telcos (the eyeball network ones) who have those peering deals find economical or comfortable to them. So they try to limit the terms of whatever cheap / all inclusive type deal was worked out; when it gets leveraged beyond normal / expected use. A simple analogy would be an all you can eat / unlimited meal at rs 100 restaurant where Kumbhakarna from the Ramayana suddenly turns up after a millennia long sleep, pays a hundred bucks and proceeds to eat everything in sight.
