Sure, you could look at it that way but that would also not be entirely 
accurate.

One specific example would be someone who does not subscribe to the 
Internet or those who use the net but do not pay for it. In the US, that 
percentage is est9mated to be above 30%. I am quite certain that in 
India the percentage of the total population who either don't use the 
Internet or use it but do not pay for it is significantly higher.

In point of fact, you can delude yourself into believing everything is a 
supply sided equation but we Americans have learned beyond a shadow of a 
doubt that this is a fallacy. The concept of a free market is exactly 
that, an idea that is likely to never exist in much the same way a pure 
communistic government is unlikely to ever be feasible. And for what few 
experiments have been attempted, the end result is a society where 
monopolies rule unimpeded.
