If a student even before taking an exam declares he shall not be held
responsible in case he fails to succeed in the examination, it means he's
planning to fail, or at best he thinks his chances of failure are at least
as good as that of success.

In this light please read section 52 of the Aadhaar act 2016

52. No suit, prosecution or other legal proceeding shall lie against the
Central Government or the Authority or the Chairperson or any Member or any
officer, or other employees of the Authority for anything which is in good
faith done or intended to be done under this Act or the rule or regulation
made thereunder.

The government knew data loss was going to occur and legislated a get out
of jail free card.
