One of the cases filed in a High Court (Bombay) has now been transferred to=
 the Supreme Court, pleading for higher margins of safety for the allowable=
 emissions of cell towers. The regulator opposes it, because the country ha=
s set a standard that is followed in some parts of the world. However, in o=
thers, it is far more strict, and is also sometimes tightly controlled to e=
nsure that the emissions of multiple antennae of multiple operators using t=
he same towers do not sum up in any particular direction.=C2=A0
Some part of the problem here is the possibility of collusion between opera=
tors and the emissions monitoring department. Call drops have become an act=
ionable thing, although action is really not very visible, whereas high emi=
ssions are far more difficult to rein in.=C2=A0
In cities like Mumbai, I have no data for any other place, there is an addi=
tional serious problem, that of illegal and possibly unregulated towers. Th=
ese are towers mounted illegally on buildings, over the objections of the o=
wners or occupants. Many buildings are plagued with internal disputes, crea=
ting a situation where permission need not be formally granted. The situati=
on is actually horrendous, with half the installations in such a state. For=
 some infuriating reason, it is actually easier to legally challenge a misb=
ehaving legal installation than an illegal one, as the state seems very rel=
uctant to step in and resolve the question of permissions for towers prima =
facie, and treats only the legal ones as worthy of regulation.=C2=A0
It is hard to predict what view the court may take.=C2=A0
But, as we saw on this list many years ago, it is also hard to understand h=
ow regulations are created =E2=80=94 at one time, I haven't checked lately,=
 India must have been the only industrial nation that permitted emf of 4W i=
n the junk microwave band, although the vast bulk of commercial equipment u=
sed by consumers emits no more than 100mW, and actual microwave ovens are n=
ot supposed to emit anything palpable at all, with the emitting elements co=
ntained in a Faraday cage (which has a large glass plate fitted in the door=
, rather poorly for a Faraday cage, but consumers demand a view of what's c=
ooking. The glass has a wire mesh embedded in it, but exactly how this cons=
titutes a continuous cage eludes me). Measurements with a phone based emf d=
etection app, of which there are many, are not always reassuring.
