I had the same problem with trying to get to www.computer.org.  I
talked to several techs at Cox and got no where and then tried the
IEEE since it is one of their sites and they kept telling me that I
was going through a proxy while Cox kept telling me that they are not
running any proxies on their end.

I finally had to call Cox corporate in Atlanta and complain before I
was magically able to connect, and surprisingly nothing had changed
between the times I was able to connect last year, the time I could
not and now am able to again.

Oh ya, and I was able to take my laptop to work and connect fine
through AT&T but Cox kept giving me errors.

So this tells me two things; 1. Cox is trying to proxy their service,
2. Cox is not informing their techs of these trials.
