Not to rain on your parade, John, but I would be careful on how public I
make a page like this.  The reason for my advice is that there is some
federal legislation on the matter of rebroadcasting private radio audio
(how Internet streaming would fit into this is a job for some
communications law attorney).  It's probably best to limit knowledge of
your page to a private circle.

Legislation like the Electronic Communications Privacy Act of 1986
expressly forbids even the act of tuning a receiver to a cellular
telephone frequency let alone listen to the conversation.  This act also
extended a prohibition to private land mobile frequencies, but made an
allowance for listening to public service, amateur radio, and citizens
radio service frequencies.  Other the years the federal adittude toward
listening has been that a person could listen, but not act on the
information received.  This has given teeth to the laws most states have
on utilizing a scanner while committing a crime and reinforces other
states' laws that prohibit a scanner in a vehicle.

I know there are other sites on the Internet that do what you're doing.
Sometimes consent from the public service agency involved (the frequency
licensee) is required for such a project.  

Often times it's better to ask for forgiveness than ask for permission.
