You have 2 choices.
1. disable key checking by modifying the gpgcheck line in the .repo ifle
to read "  gpgcheck=0 "
2. download and install the key on your machine.

from the atrpms.net site I find
     http://atrpms.net/install.html
which says to do this
     rpm --import http://ATrpms.net/RPM-GPG-KEY.atrpms
which will install the key for you.

I found it as the first return from a google search for 
   "atrpms.net yum key"
