cgi

I've reconfigured aolserver on aclug.notwerk.net to run cgi. The
directory is:

  /home/aclug/cgi-bin

These programs would be accessed by:

  http://aclug.notwerk.net/cgi-bin/...

The owner/group is nsadmin. I left a simple test script.

The CGI interface will be useful for running programs outside of
openacs -- although it would be more efficient to craft some tcl
to run anything that gets hit heavily.

One thing we need this for is to set up bugzilla.
