When you say managing time, do you mean time tracking? Or project management? You mention Jira, which is more for issue tracking (and can be used for project mgt). If you really mean more just time tracking, I keep a list of a couple dozen such tools (free and commercial, hosted and downloadable), at http://carehart.org/cf411/#timetrack.
