SEO, User Experience: best content for title attribute, alt attribute

With an eye toward optimizing for search engine optimization, seeking
information about what is most useful way to populate:

- title attribute on <a>
- alt attribute on <img>

my understanding so far on this is:

TITLE ATTRIBUTE:
use to add useful descriptive or additional information that improves the user
experience; not necessarily that useful in SEO;

a) give an exact description of the image, in the case where the image conveys
content information

b) is empty, in the case where the image conveys


ALT ATTRIBUTE:
use concise description of image information with specific descriptive words
for search engines.

When you have an image that is linked, how do the ALT attributes and TITLE
attributes complement each other for best SEO, best user experience?
