The comment process for federal regulations predates the Internet and  
was not designed to be interactive.  The commenters respond to the  
proposal, not to each other.

Back in the days of paper, the government would collect the comments,  
and then publish them in print at the end of the comment period.  The  
regulators and the public get the same printed copy.

To the folks at regulations.gov, publishing batches of comments seems  
like a great step forward, though obviously it doesn't compare with  
instantly updated comments like you'd find on a blog.

I hope this doesn't discourage anybody from participating.
