Open mail relay?

I was checking some logs on a server and came across these kind of 
messages from one email address only

postfix/smtp[11647]: 724E911004BA: to=<email address>, 
relay=100.1.100.7[100.1.100.7]:25, delay=0.24, 
delays=0.14/0.01/0.05/0.05, dsn=2.0.0, status=sent (250 042BA8D2 Message 
accepted, transient identifier was 5678)

I'm a total newb at postfix mail stuff, does this mean the server is 
working as an open mail relay?
