help: chinese hanzi characters in webmail

Hi Penguins,

The recent thread in BLUG's non-technical list about Chinese character
encoding seemed really active, but being very busy this week I didn't follow
it.

Unfortunately, today I've hit a similar issue (I guess), but as the
non-technical BLUG list is not archived, I can't go back and read the
thread!

So, apologies in advance if I'm repeating the conversation.

My issue is in *sending* Chinese hanzi character email via webmail clients.
I can't get satisfactory results - perhaps some of you have had better luck.

I've been running the Usermin "Read-Mail" module to give my users webmail
for a while now.  It works great for English, but not so great for Chinese.
While Chinese text input works properly into new messages, what is received
(usually in Outlook) is always junk.

I've installed and configured Squirrelmail today (quite nice, btw) but have
the same unsatisfactory behaviour.

Needless to say, I experimented with every character set encoding scheme
available on the webmail browsers (I've tried GB2312, GBK, GB18030, HZ and
ISO-2-22-CN, as well as the Unicode and "Western" options in both IE and
Firefox, in both webmail clients).  

Outlook always displays the messages as junk, unless the message is opened
into its own window and the matching character set is selected from the View
menu.

I don't seem to be able to send Chinese email from either webmail client and
have it automatically displayed in an appropriate character set on the
Outlook clients.  This is annoying because some of my users are yidianr lazy
and will not take that extra step.

I've googled and browsed, prodded and poked, and cursed the GFOC for
blocking access to the home Squirrelmail website (they don't mirror,
unfortunately).

Is there a friendly Beijing penguin who can help?  The beer and chuanr is on
me for a happy ending.
