Webcams are pretty simple. If your device is v4l (video4linux) 
compatible, then freshmeat.net has plenty of webcam tools. I had a video 
capture board and a video camera a few years ago, and that worked 
without a hitch. Some of the little usb cams have drivers, too, but 
you'll need to check the v4l website for compatability.

As for streaming, that's not really a webcam. You'll need software on 
both ends. Gnome-meeting exists, but I've never tried it. Anyone done 
teleconferencing of any sort on Linux?
