Yes, using SIP, you can just dial an extension number and have it all
work. Your asterisk server needs to sit on a publically accessible IP,
and not behind the firewall in either your China or Italy offices

If you want local phone calls to POTS systems, you need local
termination

For your current implementation, only one, behind a fast Internet link,
would suffice. Its relatively trivial to setup as well, because you
don't have to fiddle with any hardware at all. Just the software, and of
course, have a working soundcard (that does dsp) - all this, fairly
common on any Linux system

If you wanted more features, then one at each office might be better
