You are right.

China has a net international bandwidth of about 54 mbs.  Nothing really
- less than what links Canberra to Sydney!  To top it off the delays and
packet loss at the 5 international gateways (2 for north china and 3 for
south) is awful.  Plays real havoc with protocols like PPTP and IPSEC.

I recommend to all clients that do business either in China or with
China to host here.  It is the only way to guarantee good access for the
local users and the only way to ensure that the site is not blocked
inadvertently.

The only downside is the locally hosted email is a bitch.  Everyone
outside China blocks a lot of China mail servers (Rightly so - my
servers in top class data centre's here in Beijing are flooded with port
137/138 traffic from virus infected servers in the data centre and they
do jack about it for lack of understanding or desire :-( - if I didn't
have to have Chinese customer use these servers - I'd block off China
too! ) so email is often rejected unless you route via another country.
