A useful piece I've read about this is
http://www.lightbluetouchpaper.org/2006/03/01/new-chinese-tlds/ plus a
few of the pages linked therein for details.

My takeaway is: it's not new at all, if you're in China and your ISP
supports it you can just use it, but not all Chinese ISPs support it.
Plus uptake and use of these domains seems to be rather slow.

So, a lot of fuss about very little.
