China uses E1, that is why it seems like it wouldn't be. But then you say it is existing hardware, are you trying to do a VoIP to T1 connection? You can also buy AdTran equipment to do this, or build an Asterisk box with the R1T1 cards, US$450 is all they cost plus a PC and free software. I have been playing with the R1T1 card and also been using a GXP-2000 phone, which is incidentally made in China, you might want to contact http://grandstream.com and figure out where to get them. The phone is buggy, but I have been using it without too many problems. LinkSys makes some great, but pricier phones, I have also had good luck with Polycom, but then I am sure you can find review sites online. You may want to consider http://openpbx.org/ which is a great project that addresses some of the problems that have been popping up with Asterisk and its ties to Digium.
