Is RMB2000 a rip-off for data recovery?

Hi, A friend of mine lost data on HDD in a Vaio laptop, supposedly after resetting the machine during defragmentation. Friend took it to a data recovery shop, and they supposedly recovered the data, but they claim they had to move the medium to another similar unit under clean-room conditions etc., which does not seem consistient with the potential damage my friend might have done to this disk (also with the fact that they returned the disk and They are trying to charge RMB2000 for the recovered data. Is this a reasonable price for such a service in Beijing?
