If they've already done the work then it's probably about right. Generally
people say stuff like "do what ever you have to" when they want their data
back. If all they did was run some disk recovery on the hard drive then
they're charging a lot. If they really did have to swap the drive because
the motor failed or the drive died then it will be very expensive. You
generally need to find another drive that's almost exactly the same model
and then swap the platers in a clean room environment. The hard part is
generally finding an old drive that you can swap the platters into. Anyway
after that you are generally able to make an image of the drive and then you
just run data recovery software on the image.

The really fancy shops Can read data straight from the platter's using
special machinery but then you talking up in the $10,000+ USD data recovery
services.

So is RMB2000 expensive for restoring data? Well it depends on what the data
is worth and what they had to do to get the data.
