When we employ, we always try to work from referrals.
Good people tend to know good people.
There are Chinese linux groups here - they are likely sources.  (There used 
to be a group called Beijing Linux Club).
I imagine people at Red Flag might know where to look too.
If you are going to work off the "job" websites, be prepared to sift 
through a lot of chaff.

I presume the spell checker has substituted "rope" for "rote".  :-).
I think the generalisations about Chinese education are probably best 
avoided because they are not helpful.
If your people are not performing, time to look at your recruitment, 
training and management processes.
