That's more an admission of guilt than a ringing endorsement: "If I didn't do it, someone else would." The registries do love it - they make vaguely worded rules about it, sell lots of extra domains, and their dispute resolution fees are thousands of dollars for delicious double-dipping to fix the problem they encouraged.
