If you are using a debian based installation:
A quick check in  a terminal:

apt-cache search wireless kde

should show;

feadog@p3000:~$ apt-cache search wireless kde
plasma-nm - Network Management widget for KDE Plasma workspaces
wicd-kde - Wired and wireless network manager - plasmoid

sudo apt-get update
sudo apt-get install plasma-nm
(will bring in network manager and other dependencies for wireless).

Wireless dongles and cards often have special firmware
type dmesg on terminal  and look for problem messages.

sudo apt-get install firmware-linux firmware-linux-non-free

I think you have to add the new plasma widget to your panel manually. (add 
widget)

The alternative way would be;

sudo apt-get install wicd-kde

as before, this will bring in dependencies as required, and you will have to 
manually add the widget to the panel as before. (takes practice)
