You can totally do that. It's called 'holding' a package.

It's a release upgrade. Do not hold packages across a release upgrade.
That would be Bad. If you are running 'do-release-upgrade', it's
incumbent upon you to _expect_ significant changes. That's why it's a
release upgrade. Upgrades within a cycle are just fixing significant
bugs, release upgrades are installing new major versions of things.

The whole point of a release upgrade is to give you new versions of
things. I think you're attempting to blame something for
working /exactly as defined/, just because you didn't expect it.

I'd be kinda annoyed if I didn't get apache 2.4 in the new version of
Ubuntu (assuming it was ready), as that is now the current version of
apache. It even broke some things, on my test servers. The ones I
upgraded to see if things would break. Because I knew there would be
major versions of core software, because that's what happens when you do
a release upgrade.
