The 99-mount.rules line        SUBSYSTEM=="block", RUN+="/bin/mount
/dev/sdb1
fstab line      /dev/sdb1  /media/cdrom0  auto   
defaults,auto,user,ro,nofail         0    0 

I am using /media/cdrom0 because I know it is there.  You may want an
alternative.
This should work, but I have not tested it.
