Almost all VFAT operations will result in corruption if the power fails
mid-write, but the reliability of a filesystem on a USB key is probably
a moot point. Most manufacturers guarantee nothing about the behaviour
of their flash translation layers, so it's entirely possible for a power
failure to corrupt a filesystem which would ordinarily be reliable when
used on a hard disk.
