Yes, kinda. In many cases, we host the code for them and they can't log
into the servers to play around. But if, say, Treasury* wanted to have a
look at what they're actually running I can point them here:

and they could find someone moderately technical to get that running
locally. They can also download their data at any time through the
system. If they sent a patch (although we'd probably help them do it
through the regular upstream process rather than direct to us), we'd
certainly consider putting it in for them.

Koha itself is GPL, and as it's a web service we strictly speaking don't
have to make the code public. But it's unethical to not, so we do.
There's a slow movement to make it AGPL also.
