It is not practical to install Mailman without root privileges.  (And
a C compiler if installing from the source distribution.)  It also is
usually installed to run as its own user, and as part of the mail
server's group for security reasons.  Likewise Majordomo requires root
to be installed properly.

Maybe something like phpList would meet your needs.  Or have you
considered using GoogleGroups and making the administration Someone
Else's Problem?
