If you have installed XP and its working, but USB is not recognised? - 
could be a drivers issue.

Normal procedure ( for me ) when doing a reinstall is to load the 
motherboard/chipset/grapics/LAN/etc drivers immediately after completion 
of XP install.
In short, get everything working.

Then start installing service packs
When done with all those, then go ahead with installing AV and other 
programs etc.
