I think it will not be conflict unless you meant the local LAN is 
192.168.1.1-14 instead of 11-14. With the TG585 you can write off the whole 
192.168.1.XXX range as 000 to 255 are all relevant to it.

No problem on the IPCop box to set a different range. Takes about 30 minutes 
for a vanilla setup from a fresh install (worst case scenario) if altering 
the config files is not feasible. If IPCop is already doing DHCP it should 
not come to that.
