To be honest, online is the best resource for web dev how-tos. Because the web 
is an information service AND the home of web developers, it is all there.

But to answer your question check out all secondary school night classes. ACE 
funding has been cut however for 'hobby' courses. EIT do a six month course 
as part of their BCS (Daniel and i did it in the same year) and various 
correspondence options are available.

I tutor Seniornet and the disabled, and i write web pages and web 
applications. Scripting/Languages:
 * HTML/XHTML
 * CSS
 * Javascript
 * PHP
Also
 * character encoding
 * .htaccess editing
 * WCAG
 * Joomla CMS
 * LAMP hosting experience.
I am NOT a designer, though i know the principles and do try i don't have the 
knack.

Most designers and authoring applications are writing "XHTML 1.0 Transitional" 
now which is XHTML using transitonal (HTML backward compatible) rules. How 
much influence HTML5 will have depends... firstly on if the W3C committee 
ever gets it finished.
