Decades ago, (pre-cell phones) it was used to summon the local volunteer firefighters. They had a box (looked about the size of an old-style isolating transformer) that was plugged into the mains, wherever they were. The local lines company was called and they sent a signal out on the grid, which then activated a light and maybe even a buzzer, summoning all the available volunteers to the fire station.
