I have found the default VNC server in ubuntu to exhibit this, it
makes it basically unusable (or maybe it was related to the default
client. I didnt try another one). You could try another vnc server
(assuming you are actually using ubuntu and its default vnc server)

My solution was to abandon VNC altogether and just forward X over SSH,
with compression enabled. Alternatively, you could use the free
version of NX from http://www.nomachine.com/
