I don't see why that wouldn't work. You might need to put a partition
table on that device (just one big fat32 partition would be good,
naturally) and mark it bootable in the table, but that should be
it. If you make that partition bigger than the floppy size, you may
want to copy the contents of the image with cp instead of
byte-blitting with dd and use ms-sys (in Ubuntu and Debian) to make
that partition bootable.
