You probably want to look into the various software packages out there. Morlug.org uses mediawiki, but unless you are specifically wanting a wiki, this is probably not what you want. More likely you want something along the lines of Wordpress or Plone .... there are MANY choices out there depending on exactly what you want. I'm afraid the choice will require you to do some research and weight the pros and cons based on your needs.
