OpenOffice is deprecated. The current suite is now called LibreOffice. http://help.libreoffice.org/Calc/Applying_Conditional_Formatting BTW I tried it in OOo 3.2.0 and it works for me. Remember to put "pass", "fail" and "" inside double quotes in the dialogue box.
